The Digital Opportunities Intelligence Network (DOIN) is a next-generation decision-support and policy-learning system designed to help communities, researchers, and policymakers understand, evaluate, and improve digital opportunity outcomes. Built upon the Digital Opportunities Compass framework, DOIN expands the focus of digital equity beyond infrastructure deployment to include the broader factors that influence opportunity, including local context, governance, digital skills, applications, and social and economic outcomes.
The DOIN Framework
DOIN consists of three integrated components:
