Abstract
The Digital Opportunities Intelligence Network (DOIN) Open Knowledge Commons builds on a growing body of research that views digital opportunity not as a collection of isolated programs or technologies, but as a complex, interconnected system of people, organizations, resources, institutions, and outcomes. Drawing inspiration from the Digital Opportunities Compass and the broader policy learning framework proposed by Johannes Bauer, Pierrette Dagg, Colin Rhinesmith, Greta Byrum, and Aaron Schill, this project seeks to advance the concept of a dynamic policy learning system capable of supporting continuous learning across communities.
The premise is straightforward: communities generate enormous amounts of knowledge about what creates opportunity, yet that knowledge remains fragmented across sectors, organizations, and geographic boundaries. As a result, valuable lessons are difficult to preserve, discover, and apply. Existing approaches to monitoring and evaluation often provide snapshots of conditions but offer limited support for understanding the relationships, interdependencies, and feedback loops that shape long-term outcomes. Bauer and colleagues argue that effective policy requires mechanisms for continuous observation, interpretation, evaluation, and adaptation that allow communities to learn from both their own experiences and the experiences of peer communities.
DOIN proposes an open-source, community-governed knowledge commons designed to support this vision.
